Areas of Expertise: 
Project and programme evaluation, economic impact assessment, bid writing and appraising bids, and strategy development for local economies.  Sector expertise in energy & low carbon, culture-led regeneration and business competitiveness.

Stuart joined Regeneris in 2009, after working for five years in local government economic development and regeneration related fields.

He leads much of the evaluation activity from our London office and has led several high-profile studies, including evaluating the impacts of Hull UK City of Culture 2017 and our inputs to the evaluation of the Government’s Renewable Heat Incentive policy.

Stuart also leads much of our work around low carbon and energy schemes, including analysing the economic impacts of offshore wind farms for major developers such as Orsted and Innogy, evaluating energy efficiency schemes for the Greater London Authority and Invest Northern Ireland and visiting the Falkland Islands to analyse the social and economic impacts of oil and gas exploitation.

He has a keen interest in culture-led regeneration and has led studies to support city bids for the UK City of Culture, European Capital of Culture and London Borough of Culture competitions, as well as leading work for the Local Government Association on case studies of culture-led regeneration.

Away from the office Stuart loves to travel the world, watch and play a lot of tennis, and longs for the day that Nottingham Forest return to the Premier League.
