Question: How can Stonehenge demonstrate the value of its enhanced visitor experience?

Stonehenge developed a £27 million scheme to create a major new visitor centre and dramatically restore the setting of the stones in the landscape. In order to secure funding for this transformational project, English Heritage needed to demonstrate the scheme delivered value for money to government.

Solution: A comprehensive five case business model service

Regeneris worked with English Heritage and DCMS over several years to help them realise their exciting vision for the site. We initially advised on the economic costs and benefits of a series of development options. We were subsequently commissioned to guide English Heritage through a business case for £8.5 million of public funding to support the scheme. Our team coordinated inputs with English Heritage and other consultants at Strategic Outline Case (SOC), Outline Business Case (OBC) and Full Business Case (FBC). We ensured compliance with HM Treasury’s guidance on the Five Case Business Model.

Impact: Funding unlocked and invested in new facilities

The business case Regeneris generated successfully demonstrated a compelling case for public investment in the new visitor centre and associated environmental improvements at Stonehenge. The scheme secured approval from DCMS and HM Treasury to enable English Heritage to commit £8.5m of its funding to new visitor centre which successfully opened to visitors at the end of 2013.
