When the latest phase of the RE:NEW programme began, the Mayor of London had a target to reduce the city’s annual carbon emissions by 60% before 2025. Domestic carbon emissions are a major source of all London emissions and RE:NEW was tasked to develop large-scale domestic energy efficiency schemes to address this. The Mayor of London needed to evaluate what progress had been made.
Our team analysed programme data, undertook consultations with the delivery team, partner organisations and beneficiaries. We produced a detailed evaluation report that assessed the quality and effectiveness of programme delivery and the net additional impacts that it generated. We deployed government guidance to model the net additional value of these carbon savings.
Our evaluation showed that the expert support provided by RE:NEW helped organisations design and deliver domestic energy efficiency projects which significantly increased greater carbon savings. We made recommendations about how the benefits could be enhanced going forward, and using these insights we helped to draft an ERDF funding bid for a successor phase of the scheme.
