Local Growth Fund Project Appraisals

Question: Which economic growth projects should SEMLEP support to maximise funding from government?

Local enterprise partnerships were invited to put forward priority projects for government support, developed to outline stage, with estimates of the costs and the impacts that would be delivered. The South East Midlands LEP began this process with 31 outline project bids and needed a robust approach to reach an agreed shortlist to present to government.

Solution: Economic Impact and Deliverability Assessment of Bids

Regeneris was commissioned by SEMLEP to review the project plans and provide a telephone help desk service to bidders. Our team then provided face to face clarification advice to each bidder. We appraised each project against strategic fit, estimated economic impacts and deliverability. Our team presented its findings to the SEMLEP Board and helped them to make the final selection of priority projects.

Impact: £47m funding secured to deliver 5,000 New Jobs and 1,000 New Homes

Our assessment work helped SEMLEP to secure £47m in local growth deal funding which is expected to deliver 5,000 new jobs and 1,000 new homes. Our close work with project teams and robust appraisal was well received and we were subsequently appointed to provide further support on enterprise zone selection which also led to their preferred site being approved.

Regeneris appraised bids for UK City of Culture 2013 and 2017, which saw Derry-Londonderry and Hull emerge from the short listing.Their approach was always rigorous and independent, and gave the Independent Advisory Panel confidence that the strengths and weaknesses of each bid had been thoroughly assessed.
