Hornsea 2 Offshore Wind Farm Economic Impact

Question: What is the economic impact needed to secure planning consent for a major offshore wind farm development?

Hornsea Project 2 Offshore Wind Farm has scope to create substantial and lasting economic benefits in Humberside and across the UK. These potential impacts needed to be quantified and understood in order to secure planning consent.

Solution: objective assessment of employment and wealth effects

Regeneris led the socio-economic impact assessment of the construction and operation of Hornsea 2. We provided an objective assessment of the potential employment and wealth generation effects, working with RPS and DONG Energy to maximise the local economic benefits of the scheme through local employment and the local supply chain. Our team provided expert witness support and gave evidence at the Planning Inspectorate’s hearings, where the economic evidence was examined and tested.

Impact: planning consent granted and construction underway

Hornsea Project 2 received planning consent in 2016 and construction is due to commence in 2017. Once constructed, it will be the world’s largest offshore wind farm. Regeneris has recently started work on the planning application for Hornsea Project 3, with the panning application expected to be submitted in Autumn 2017.

RPS has an established working relationship with Regeneris Consulting and were pleased to work with Regeneris staff as sub-consultants to RPS on Hornsea Project Two. RPS was the lead EIA consultant for the project and Regeneris prepared the socio-economic impact assessment for the EIA, drawing upon their extensive experience in the offshore wind and infrastructure sector, and excellent working relationships with key stakeholders in the industry and public sector/regulator organisations.

Regeneris staff added value at every stage, from the early points of the project through to presenting evidence at Examination. We would not hesitate to recommend Regeneris to our clients and look forward to the next opportunity for us to work together.
